Traveling with dogs and cats in Europe: rules and advice

Documents for traveling to the European Union

The non-commercial movement of dogs, cats, and ferrets within the EU is regulated by Regulations (EU) Nos. 576/2013 and 577/2013. In general, the following are required:

  • Microchip identification compliant with ISO 11784/11785. The tattoo is accepted only if applied before July 3, 2011 and clearly legible.
  • European Pet Passport, issued by the veterinary service or by an authorized veterinarian, with identification data and vaccinations.
  • Rabies vaccination valid: the first dose becomes valid after 21 days; recalls must be carried out without interruption.
  • Non-commercial movement: the animal travels with the owner or a delegate. Generally, it is permitted to bring up to 5 animals (except for competitions or exhibitions).

Puppies and animals not yet vaccinated

EU countries with mandatory anti-parasite treatment

  • From unlisted third countries: as above more rabies antibody titer = 0,5 IU/ml performed in an EU-recognized laboratory. The sample is taken at least 30 days after vaccination and entry is possible after 3 months from the successful withdrawal.
  • Recognized laboratories: consult the official EU list; in Italy, the Experimental Zooprophylactic Institute of the Venezie is recognized, among others.
  • Stopovers and transitsIf you enter the EU/Schengen area during a stopover, document and health checks may take place at the first point of entry.

Practical tips for pet-friendly travel

Transportation

  • CarsUse an approved carrier or dividers; make regular stops; never leave your pet in a hot car; always have water available.
  • Train and ship: check in advance the conditions, dimensions of the carrier, supplements, leash and muzzle where required.
  • Plane: The number of pets per flight is limited, so book early. Respect the weight and size of the carrier; some airlines limit brachycephalic breeds.

Accommodation and activities
